I HAVE A PLAN TO DEAL WITH SCOURGE OF OUR STREETS

BEGGING is a recurring problem and we have had more than the usual number of complaints recently. 
Notice how this violent cretin starts off with an unproven allegation?
There are three types: the aggressive, whose confronting and threatening approach is often to women-hmmm trying to paint a picture are we Rob? If aggression against women is so bad then why did you send in violent police to disrupt a lawful protest who were aggressive and violent to women and children?; the assertive; and the passive-trying to cover all bases Rob?, who sit with a little sign, motionless, for hours.
My view? Never give beggars money.
Says the rich, failed Liberal leader & ex-Scotch college teacher. Scotch is a christian school by the way.
It's no crime to be down on your luck, or homeless, or mentally ill, or suffering from drug or alcohol abuse.
Well, gee Rob, thanks.
But in our city, you can always get a good free meal -not true, but this type of lie permeates and people erroneously believe that the free meals on offer are something nutritional and delicious when mostly it is sandwiches and luke warm pies- and, usually, -not always though and what type of bed is it? in what type building? and surrounded by which type of people?- a bed if you need one.
We need a new approach for the majority, who need support and services -Lets start by getting rid of Doyle and his violent nazi mates
But begging money goes either to scammers or to buy drugs and alcohol. It doesn't feed, or clothe, or house.
Proof of claim Robert? This is just propaganda.
Most beggars are known either to police or to welfare agencies such as the Salvos.
Yeah, and so what?
If begging is done by professionals or involves violence or the threat of it, it is obviously a police matter and there should be legal consequences, including jail.
But we need a new approach for the majority, who need support and services.
Following an approach by the Salvos' Maj Brendan Nottle, I recently convened two meetings of police, magistrates, the City of Melbourne, the Salvos and PILCH (the Public Interest Legal Clearing House). We may have a workable plan.
No people from the community. Interesting about who Robert consults with in his decision making process.
All beggars would be charged and required to attend court on a nominated day, but then be put on a compulsory diversion program by a magistrate.
You will get a fair trial before we find you guilty and prescribe a penalty. Is this about intimidation? Is this about money making? What happened to innocent till proven guilty? 
Legal representation would be available in a timely and effective way. -effective for whom?
The diversion program would be pretty basic: attend at the Salvos, and get a health check with some counselling and advice; take advantage of the available health, training and employment opportunities; and stay off the streets. How does a poor homeless person stay off the street? DOYLE HAS DECLARED WAR ON THE POOR. This is no different to the assault on the poor by the government via the enslavening centrelink requirements.
In this way, with all agencies working together, perhaps we can help those who need primary health or mental health services and basic support.
Really no. Helping poor people isn't the issue here. Robbie needs some wriggle room now that he thinks that he has your support.
Of course, I cannot guarantee that all will be helped.-A second wriggle out clause- If beggars continue to beg, or continually fail to meet the very basic requirements of a diversion program, legal consequences should follow.
So if a mentally ill homeless man who continually gets harassed by nazi Doyle, the Salvo's, the police & the fake courts cannot get a job. Doyle will CONTINUE the harasment. Not initiate them as the words "legal consequences should follow" implies. 
But none of us likes to think there are people on our streets, in our city, who desperately need our -Note the attempt at inclusive language before launches into his desire and plan- help but get none - or, worse, get a criminal and legal response to a health and life problem. Because sending someone to the mags court like nazi Doyle wrote at the start of this article apparently isn't a criminal and legal response???
Success might be modest: a few less beggars on our streets, because they don't need to be; a group of people given small amounts of help who previously had none.
But surely it's worth a try. Feel good, mawkish attempt to pull at the heart strings and give the impression that Doyle is anything other than a violent psychopathic nazi elitist.
